It's *less* likely to apply to Republicans. They tend to be much more "by the book" rule followers. That's one of the complaints about them which has any basis in reality (i.e., they tend to not use common sense to test when the rule fails, as all rules do).
And many who call themselves Republicans are actually libertarians headed in the same direction.
The above tends to apply to libertarians as well, although I'd claim that they're more guided in their application of their power to ignore the law and carefully circumspect about the reasons why they can and should to avoid rationalization.
