RGB is "additive" color mixing, for example, on a TV: http://en.wikipedia.org/wiki/Additive_color
RYB (actually the better colors are CMY, or cyan, magenta, yellow) is "subtractive" color mixing, use for pigments.
Cyan (blue-green reflector) absorbs Red,
Magenta (red-blue reflector) absorbs Green,
Yellow (red-green reflector) absorbs Blue.

Actually, I'm pretty sure that in Wisconsin every combination of colors (additive or subtractive) make green and yellow.

No, in Wisconsin, their eyes have been carefully bred to have color blindness which only allows them to SEE green and yellow.
The color physics still works the same way.
